Staff members of EUMETSAT are provided with various benefits and allowances as part of conditions of service. The terms and conditions under which benefits and allowances are available to staff members are established in the Staff Rules. Expatriation Allowance scheme applicable to staff appointed on or after 6 July 2012 The expatriation allowance shall be paid to staff who, at the time of their appointment: (a) were not nationals of the duty country; and (b) had not been continuously resident in the duty country for at least one year, no account being taken of previous service in international organisations or in the administration or armed forces of the country of which they are nationals; and (c) were resident outside a radius of 100km of the duty station (note: this condition does not apply to staff recruited from an international organisation or administration or armed forces of the country of which he/she is a national without changing country). The rate of the allowance is 10% of the basic salary for the first step in the grade held by the staff member. As from the sixth year, the rate of 10% is reduced by two percentage points per year, reaching 0% as of the tenth year. In the case of staff appointed by EUMETSAT directly after having been employed in the duty country by an international organisation or by the administration or armed forced of which the staff member is a national, the years of service with such previous employer will be taken into account for determining the rate of the expatriation allowance. The reduction of the rate of the expatriation allowance to 0% does not disqualify the staff member for entitlement to the education allowance, the expatriated child allowance or home leave. Education Allowance Staff members entitled to an expatriation allowance are also entitled to an education allowance for each dependent child. Entitlement begins in primary school and ends once a child completes full-time studies but only until the age of 26. The amount of the education allowance is limited to 70% of total eligible expenses and is subject to ceilings per item. Dependants’ Allowance Staff receive an allowance for each dependent child under the age of 18 and for any child aged between 18 and 26 who is receiving educational or vocational training. Allowance for other dependants may be granted on the basis of supporting evidence. Household Allowance If a Staff member is entitled to dependent child allowance, he/she is also entitled to household allowance. If he/she is married and has no dependent children, eligibility depends on the spouse's income level. Household allowance is a maximum of 6% of basic salary. Rent allowance Under certain conditions Staff members may be entitled to rent allowance. Installation Allowance + Removal Expenses A Staff member resident more than 25 km from Darmstadt, prior to appointment, is entitled to payment of expenses actually incurred for the removal of personal effects on taking-up appointment and on leaving the service.This is subject to the appointment being confirmed at the end of the probationary period and at least a period of 1 year service is completed. In addition, an installation allowance is paid to Staff members, on joining EUMETSAT, whose established residence was more than 100 km from the place of employment at the time when they accepted employment and who move their established residence in order to take up appointment. This is subject to the appointment being confirmed at the end of the probationary period. The allowance varies according to the family situation:
A Staff member is required to reimburse half of the total installation allowance if he/she leaves EUMETSAT of his/her own free will before two years have expired. |
