What is the EUMETSAT data policy?
The data policy is based on the EUMETSAT Principles on Data Policy (EUMETSAT's Data Policy), as laid down in Council Resolution EUM/C/98/Res.IV and amended in Council Resolutions EUM/C/57/05/Res. III and EUM/C/72/11/Res. VIII. These principles provide the legal framework for the use of the data, products and services and protect against unauthorised use.
The EUMETSAT Data Policy distinguishes between 'Essential' and 'non-Essential' EUMETSAT data.
'Essential' EUMETSAT Data are freely available to all users, world-wide, on a free and unrestricted basis.
'Non-Essential' EUMETSAT Data (also referred to as 'Licensed Data') are subject to specific licensing terms and conditions. The type of licence required depends on the 'Data Usage' you select and the set of non-Essential/Licensed data you wish to receive. You will indicate both during your registration via the Earth Observation Portal (EOP).
The different available licences are listed below, for information only. This list does not constitute a legally binding document.
Licences available
The vast majority of the EUMETSAT data and products can be used on a free and unrestricted basis (referred to as “Essential” in the EUMETSAT Data Policy). The complete list of Data and Products is available in the Product Navigator.
Only a limited set of data is subject to licensing conditions (referred to as “non- Essential” in our Data Policy), as shown below.

There is no licensing fee attached to the use of these data.
How to establish the licence
To access these data, you need to register in the Earth Observation Portal (EOP) and accept the terms and condition.
Terms and Conditions.
Meteosat High Rate SEVIRI data (15-min and 30-min), with a latency of less than 3 hours
Namely:
- High Rate SEVIRI Level 1.5 Image Data - MSG - 0 degree
- Rapid Scan High Rate SEVIRI Level 1.5 Image Data – MSG
- High Rate SEVIRI Level 1.5 Image Data - MSG - Indian Ocean 41.5 degrees E)
The licensing terms and conditions depend on your usage of the data. This is further clarified in the sections below.
Personal, Educational, Research
What you MAY do:
- Use for non-commercial and non-operational personal, educational, research purposes.
What you MUST do:
- Quote EUMETSAT as the source.
- In addition, for Research Use: make the results obtained openly available at delivery costs only, without any delay linked to commercial objectives
What you MUST NOT do:
- Redistribute the Original Numerical Data.
- Make any operational and commercial use, including broadcasting in any form of the data.
Fee
No licensing fee is attached to these types of usage of the data
How to establish the licence
Acceptance of online licensing terms and conditions in the Earth Observation Portal (EOP).
Terms and Conditions for Personal, Educational & Research use.
Manufacturer
What you MAY do:
- Exclusively test Meteosat receiving equipment and software for processing EUMETSAT Data at the facility of the Licensee and demonstration thereof.
What you MUST do:
- Quote EUMETSAT as the source.
What you MUST NOT do:
- Redistribute the Original Numerical Data;
- Any operational and commercial use, including broadcasting in any form.
Fee
There is no licensing fee attached to this usage of the data.
How to establish the licence
Acceptance of online licensing terms and conditions in the Earth Observation Portal (EOP).
Terms and Conditions for Manufacturers.
Service Provider/Broadcaster
What you MAY do:
- Provide Value Added Service to third parties and/or broadcasting images based on the data.
What you MUST do:
- Quote EUMETSAT as the source.
What you MUST NOT do:
- Redistribute the Original Numerical Data, except to registered subsidiaries and other Service Providers with the appropriate EUMETSAT licence.
Fee
Annual fee of EUR 8,000.
How to establish the licence
Licence agreement is established individually. However, registration in the Earth Observation Portal (EOP) is required.
End User
What you MAY do:
- Use for your own commercial or industrial purposes.
What you MUST do:
- Quote EUMETSAT as the source.
What you MUST NOT do:
- Redistribute the Original Numerical Data, except to registered subsidiaries.
- Provide Value Added Services to third parties.
Fee
Annual fee of EUR 4,000.
How to establish the licence
Licence agreement is established individually. However, registration in the Earth Observation Portal (EOP) is required.
Member State NMHS — Official Duty Use
What you MAY do:
- Use exclusively by NMHS of EUMETSAT Member States only for Official Duty Use purposes, as defined by its national legislation or policy.
What you MUST do:
- Quote EUMETSAT as the source.
What you MUST NOT do:
- Redistribute the Original Numerical Data except to other Departments within your National Administration and other entities to whom Official Duty tasks have been delegated.
Fee
There is no licensing fee attached to this usage of the data.
How to establish the licence
Acceptance of online licensing terms and conditions in the Earth Observation Portal (EOP).
Terms and Conditions for Official Duty Use by Member States NHMSs.
Other Official Duty Use — NMHS of non-Member States and all Other entities within or outside Member States
What you MAY do:
- Use exclusively by NMHS of non-EUMETSAT Member States and by entities to whom Official Duty tasks have been delegated by NMHS of either EUMETSAT Member States or non-EUMETSAT Member States.
What you MUST do:
- Quote EUMETSAT as the source.
What you MUST NOT do:
- Redistribute the Original Numerical Data.
Fee
There might be licensing fee depending on the countries. Please email legal affairs to assess your situation or consult EUMETSAT's Data Policy.
How to establish the licence
Licence agreement is established individually. However, registration in the Earth Observation Portal (EOP) is required.
ECMWF
What you MAY do:
- Use exclusively in support of the ECMWF mission, as defined in the ECMWF Convention and carried out within the ECMWF Secretariat.
What you MUST do:
- Quote EUMETSAT as the source.
What you MUST NOT do:
- Redistribute the Original Numerical Data, including to the ECMWF Member States.
Fee
There is no licensing fee attached to this usage of the data.
How to establish the licence

Disasters Charter
What you MAY do:
- Use in the context of the Disasters Charter by project managers.
What you MUST do:
- Quote EUMETSAT as the source.
What you MUST NOT do:
- Redistribute the Original Numerical Data.

There is no licensing fee attached to this usage of the data.
How to establish the licence
Licence agreement is established individually. However, registration in the Earth Observation Portal (EOP) is required.
Copernicus Services
Only for members of the Copernicus Services: Land Monitoring, Marine Monitoring, Atmosphere Monitoring, Emergency Management, Security, Climate Change.
What you MAY do:
- Use in the context of the Copernicus Services exclusively by members of one of the Copernicus Consortia.
What you MUST do:
- Quote EUMETSAT as the source.
What you MUST NOT do:
- Redistribute the Original Numerical Data.
Fee
There is no licensing fee attached to this usage of the data.
