What is the EUMETSAT data policy?

The EUMETSAT Data Policy, establishes the basic principles and rules on access to satellite data and products offered by EUMETSAT to users. These principles and rules provide the legal framework for the use of the data, products and services and protect against unauthorised use.

The EUMETSAT Data Policy distinguishes between ‘Core’ and 'Recommended’ data and products.

  • 'Core' data and products are available to all users worldwide, on a free and unrestricted basis, subject only to attribution requirements. This category represents the vast majority of EUMETSAT data and products. The complete list of “Core” data and products is available in the Product Navigator
  • 'Recommended' data and products (also referred to as 'licensed data') are subject to specific licensing terms and conditions. The type of licence required depends on the 'Data Usage' you select and the set of Recommended / licensed data you wish to receive. You will have to indicate both during your registration via the Earth Observation Portal (EOP). The different types of licences are summarised below.

Core data and products: free access and unrestricted use

As explained above, the vast majority of EUMETSAT data and products are categorised as 'Core'. This means that everyone in the world can access them for free and use them for any purpose, including reproducing, redistributing, adapting, modifying and/or combining them with other (EUMETSAT or third party) data and products, whether for commercial or non-commercial activities.

You only need to show the following attribution to EUMETSAT when sharing original or in any way transformed EUMETSAT Core data and products, adapted as appropriate:

“[Contains modified] EUMETSAT [Meteosat/Metop] [data/product] [Year of publication or distribution]”;
or
“This service is based on EUMETSAT [Meteosat/Metop] [data/products] [Year of publication or distribution].”

All EUMETSAT Core data and products are listed in the Product Navigator.

To summarise the key points on EUMETSAT Core data and products:

What you MAY do:

  • Access and use for any purpose.

What you MUST do:

All are free; there is no fee attached to the use of these data.

How to establish the licence

To access these data, you need to register in the Earth Observation Portal (EOP).

Recommended data and products: licensed access

A subset of EUMETSAT’s data portfolio is categorised as “Recommended”, which means that access is granted subject to acceptance of licensing terms and conditions, as summarised hereunder.

Meteosat Level 1 Data, with a latency of more than or equal to 1 hour, and some Global Metop data

The following tables provide an overview of the Recommended data covered by the licences, as and when the data become available to users. You will not need to conclude a new licence when additional data become available.
